The DuPage County Board of Commissioners today approved a resolution authorizing $2.5 million in additional funding for a second phase of the DuPage County Small Business Relief Program designating $15,000 Reinvest DuPage grants specifically for county restaurants and food service establishments.

Under this second phase, restaurants and food service establishments in DuPage with less than $4M in annual gross revenue and meet the criteria and qualifications outlined below will be eligible to apply for COVID-19 relief funds up to $15,000 to cover business and operational expenses.  Previous recipients of Reinvest DuPage grants are ineligible to apply.

Starting November 18 at 8 a.m., applications will be accepted and reviewed by Choose DuPage, the County’s Economic Development arm, on a first-come, first- served basis at the following website portal:  https://www.choosedupage.com/reinvest-dupage/.  The October run of these grants closed within 90 minutes of the start time.

Following are the criteria and qualifications for applicants, subject to County Board changes:

CRITERIA
Restaurants with less than $4 million in annual gross revenue may apply for a grant up to $15K.

If you have previously received Reinvest DuPage funding, you are not eligible.

If you were previously ineligible for this program because you received other funds intended for this purpose (i.e. federal Paycheck Protection Program, United States Small Business Administration Economic Injury Disaster Loan), you may be eligible* now.

* Note: if such funds caused your income to exceed pre-COVID income, you may not be eligible.

DO YOU QUALIFY?  ANSWER THESE QUESTIONS:

    • Are you a restaurant or food service establishment located in DuPage County, Illinois?
    • Does 50 percent or more of your revenue come from the sale of food or liquor?
    • Were you in business as of February 15, 2020?
    • Has your business been affected by COVID-19, making this grant request necessary to support your ongoing operations?
    • Is your gross revenue less than $4 million?

If you answered YES to all the above, you may be eligible to receive a grant from this program.

BUSINESSES WILL BE NOTIFIED OF THEIR APPLICATION STATUS BY NOVEMBER 19.  IF PRE-QUALIFY, APPLICANTS WILL BE ASKED TO SUBMIT THE FOLLOWING ITEMS SOON THEREAFTER:

    • Most recent tax return for Fiscal Years 2019 and 2018
    • Documents suvstantiating proof of revenue decline due to COVID-19, such as ST-1 forms or Profit and Loss statements, etc.
    • Illinois Secretary of State Certificate of Good Standing
    • Information on any COVID-19 relief funds already received
    • Internal Revenue Service W-9 form
