Elmhurst residents are served by two township governments, York and Addison, which provide services mandated by the state and approved by their board of trustees. An effort is made by both township boards to provide compatible services. Basic provinces encompass general assistance, tax assessing, roads and other such services not provided by either municipalities or counties. Some programs are only performed in unincorporated areas, while others are available to all township residents. Extensive senior services include transportation and senior centers. Both townships have youth commissions.
